Unlocking unlimited swings with Genji's ult is heavily scenario-based and requires at least three people — an enemy Roadhog, any friendly player, and you playing as Genji. Playing as Genji, you'll have to be hooked while you have your Dragonblade available. However, the next "step" requires the Roadhog to die as you're being pulled, which is not as common a situation to be in.

Once the Roadhog dies, you have to immediately Swift Strike and pop your ultimate. According to the Find's Bakery, you have only one frame to land the combo.

Normally you'd never be able to Swift Strike and use Dragonblade at the same time, same with Soldier: In theory, this might mean Soldier could have unlimited time on his Tactical Visor. Of all the ultimates in OverwatchGenji's seems to have the most issues.
